Best eSIM for Italy: Do You Even Need One? Data from €1.99 and EU Roaming Rules

Quick answer: do you need an eSIM for Italy?

It depends on where your phone plan is from.

• Plan from an EU country (or Iceland, Liechtenstein, Norway): You probably don't need one. Under the EU's "Roam like at home" rules, calls, texts and data in Italy cost the same as at home (EU portal).
• Plan from the US, UK or elsewhere: The EU rules don't protect you, so your carrier's own roaming rates apply. UK operators no longer have to offer surcharge-free EU roaming (GOV.UK), and the FCC notes that US domestic plans usually don't cover use abroad (FCC). Most visitors in this group are better off with a local SIM or a travel eSIM, unless their plan already includes Italy.
• Travel eSIM: The eSIMFOX Italy eSIM costs from €1.99 for 1 GB (7 days); 10 GB for 30 days is €12.99. Heads-up: the eSIMFOX Europe eSIM is cheaper at 10 GB, €9.99 for 30 days, and also covers Italy (as of November 6, 2026).
• Local SIM: TIM Tourist costs €14.99 for 30 days with 200 GB, plus €10 for the SIM card, from TIM stores (TIM).

EU travelers: your home plan works in Italy

"Roam like at home" covers all 27 EU countries plus Iceland, Liechtenstein and Norway, and also Moldova and Ukraine. When you travel to another of these countries, you use your normal minutes, texts and data at no extra cost. Your operator should send you a text when you cross the border (EU portal).

• Prepaid counts too. You can use a prepaid plan in other EU countries without paying extra (EU portal).
• Fair use limits: If you have unlimited data or a very cheap data price, your operator may cap how much data you can use abroad at home prices (EU portal). Check your plan if you stream a lot.
• When an eSIM still makes sense for EU travelers: your plan has little data, you want a separate data line for a tablet or work phone, or you continue to a country outside the EU rules, such as Switzerland.

US, UK and other visitors: check your carrier first

If your SIM is from outside the EU, Italy is "international roaming" for your carrier, and the price is whatever your plan says.

• UK: Since the UK left the EU, surcharge-free roaming in EU countries is no longer guaranteed. GOV.UK advises checking your operator's roaming policy before you travel. UK rules cap mobile data charges abroad at £45 per monthly billing period unless you choose to keep spending, with alerts at 80% and 100% (GOV.UK).
• US: The FCC advises asking your carrier about international roaming rates before you travel, because domestic plans usually don't cover use abroad. To use a local SIM, your phone must be unlocked (FCC).
• Rule of thumb: If your plan includes Italy or a cheap day pass, roaming is the easy option. Otherwise, a travel eSIM or a local SIM usually works out cheaper for data.

Italian SIM card for tourists

Italy's operators sell offers made for visitors. Here are the ones we could check on the operators' own websites:

• TIM Tourist is valid for 30 days from activation and switches off automatically at the end. You need credit on the TIM card for the offer. Extra option at activation in the store: 100 GB more for €5 (TIM).
• WindTre says its tourist eSIMs are made for foreign visitors in Italy and switch off automatically when they expire. A 6-month version costs €50.00 per 6 months, with 15 GB usable in the EU (WindTre).
• Vodafone Italy also has a tourist offers page ("Dolce Vita"), but its offer details did not load for us, so we don't list prices (Vodafone Italy).
• ID: The offer pages we checked don't list the documents needed. Bring your passport when you buy a SIM in a store.

A local SIM gives you an Italian number and lots of data. The catch: you have to find a store (TIM) or set it up online (WindTre), and your home number is no longer in the phone unless it supports dual SIM.

• Data only: no Italian phone number. Your home SIM stays active for calls and texts.
• Unlimited plans: After 2 GB in a day, speed drops to up to 1 Mbps until the high-speed allowance resets every 24 hours (7-day plan, 15-day plan).

Italy eSIM or Europe eSIM?

Be aware: the eSIMFOX Europe eSIM is currently cheaper than the Italy eSIM from 3 GB up. It covers 38 countries, Italy included, and is the better pick if you continue to France, Switzerland or other countries. The Italy eSIM is the cheaper choice for unlimited data, and its product page names the Italian networks it uses (Vodafone, Iliad and Wind). For the Europe eSIM, eSIMFOX names Orange, Vodafone and Movistar without saying which one you get in Italy.

Cost traps in Italy

• Ferries and cruise ships: At sea, your phone may connect to the ship's network via satellite. The EU roaming rules don't apply to satellite connections and there are no price caps. They only apply while you are connected to a land-based network (EU portal). On ferries to Sardinia, Sicily or the islands, switch to airplane mode at sea or turn off data roaming.
• San Marino and Vatican City: They are not EU members and are not on the list of countries covered by "Roam like at home". Some operators include them anyway (EU portal). Check your plan before a day trip. The eSIMFOX Italy product page lists Italy as its coverage area and does not mention San Marino or Vatican City.

• Light user: 1 to 3 GB per week.
• Everyday user: 5 to 10 GB per month.
• Streamer and hotspot user: 20 GB or more, or an unlimited plan.

How to set up your phone for Italy

1. Check that your phone supports eSIM and is carrier-unlocked: compatible devices.
2. EU plan: make sure roaming is enabled in your operator's app, then turn on data roaming in Italy.
3. Travel eSIM: install it at home over Wi-Fi by scanning the QR code. In Italy, choose it for cellular data and turn on data roaming for the eSIM. Keep your home SIM on for calls and texts.
4. Non-EU plan without an Italy package: turn off data roaming on your home SIM so it can't run up charges.
5. On ferries and cruise ships: airplane mode on at sea. You can still turn Wi-Fi back on.
